The Law Society of Manitoba established Legal Data Resources (Manitoba) Corporation -- LDRC -- as a separate non-profit organization dedicated to providing legal data (through Manitoba OnlineTM and the City of Winnipeg) to the legal profession and to other related parties in order to facilitate legal transactions.
LDRC's current subscriber services and costs are described below. |

Land Titles |
Land titles searches are charged on a 'transaction' basis. A transaction is an operation, which causes a screen to occur. Generally, every time a user hits 'enter', one transaction takes place. There is one exception to this rule because of the way that the provincial government has set up the land titles database. Every charge or encumbrance recorded under a title is also counted as one transaction. The charge per transaction is .87 cents. The Province's billing system is best understood with examples. Consider a typical title search of a property with three charges or encumbrances. Such a search involves 10 transactions and would cost $8.70. Commercial properties often have many charges and encumbrances. A commercial property with 15 charges or encumbrances would cost $13.05 to search. |

Companies Office |
The Manitoba Companies Office also charges users on a transaction basis for corporation and business name searches. Each transaction costs .57 cents. Unlike the land titles system, there is no exception to the rule that each screen called up constitutes one transaction. Consider an example. Users typically want to search a registered business name and the corporation, which operates under that business name. Assuming that correct spellings are entered, such a search would typically involve six transactions for a cost of $3.42. (Note that, in practice, users do not always have the correct spelling for search terms. Such searches accordingly involve more transactions because it takes more screens to find the correct registered business and/or corporation name.) |

Driver Eligibility Inquiry System |
Manitoba's Driver and Vehicle Licensing Branch maintains the Driver Eligibility and Information System (DEIS). This system permits users to determine whether an individual's driver's license is valid in the Province and whether the license is subject to any conditions. The DEIS is charged on a transaction basis. Each transaction costs .52 cents. A DEIS search entails two transactions and therefore costs $1.04. |

Additional Manitoba Online Charges |
Manitoba Online is subject to a minimum charge of $15.00 per month on the LDRC fee portion of the bill. There is no charge to LDRC's Manitoba Online subscribers:

Personal Property Registry |
Prior to its launch, LDRC identified certain shortcomings of the Province's new system. The main limitation is that it requires users to complete Personal Property Security documents for registration in one computing session. If users are interrupted and log off the system, their work to that point will be lost. To remedy this problem, LDRC has created its own customized software. This software enables users: to prepare documents for registration off-line on a local workstation; to save their work and continue later; and to send a financing statement saved to disk as an e-mail attachment to a lawyer or some other party. Furthermore, our software permits tracking of time spent on registrations by client or customer. There is no charge for this software. |

City of Winnipeg Property Tax |
The City of Winnipeg's property tax database is accessed via an ordinary Internet browser, and through a user's usual Internet Service Provider. The City charges a fee of $10.00 per search. LDRC's search fee is 60 cents. The total cost of a search is, therefore, $10.60. |
